Energy Department Rescinds Never-Funded Cellulosic Biofuel Incentive Rules
A final rule published Sept. 1 removes 10 CFR part 452 in its entirety, effective Oct. 1, 2026. DOE says Congress never appropriated money for the program authorized in 2005.
