Fed Terminates Enforcement Actions Against United Texas Bank and Two Quontic Holding Companies

The Federal Reserve Board announced on Friday the termination of two enforcement actions covering three institutions, according to a press release issued at 11:00 a.m. EDT on September 4, 2026.

Both terminations took effect on September 2, 2026.

The actions

The first involves United Texas Bank of Dallas, Texas, which had been subject to a cease and desist order dated August 29, 2024. The order had been in place for slightly more than two years.

The second involves Quontic Bank Acquisition Corp. and Quontic Bank Holdings Corp., both of Astoria, New York, which had been parties to a written agreement dated July 5, 2023.

What the release does not say

The Board’s announcement is a list. It does not describe the conduct or supervisory findings that prompted either the 2024 order or the 2023 agreement, and it does not state the basis on which the Board determined the actions should be terminated.
